镉镍蓄电池直流屏订货技术条件

  国家电网公司直流电源技术标准(简称企标)是为规范国家电网公司生产设备管理,提高输变电设备的运行水平,在对近5年直流电源设备评估和广泛征求意见的基础上,依据电力行业标准DL/T459—2000《电力系统直流电源柜订货技术条件》及相关蓄电池、电磁兼容试验、直流系统设计技术规程等国家标准、电力行业标准、国家电网公司电力生产设备评估管理办法、预防直流电源系统事故措施、关于加强电力生产技术监督工作意见等文件编制完成的。企标对直流系统设备的技术条件、订货、监造、出厂验收、现场验收、现场安装、试验方法等提出了具体规定。
  电力行业标准DL/T459-一2000《电力系统直流电源柜订货技术条件》是在电力工业部组织的镉镍直流屏联合设计、微机控制直流电源柜设计之后,由于电力电子产品的更新,直流电源装置技术的迅速发展,对变电站无人值守的需要,1999年由电力行业高压开关设备标准化技术委员会提出并归口,中国电力科学研究院高压开关研究所负责起草编制,于2001年1月实施。直流电源系统主要南充电装置(变流器或整流器)、蓄电池、直流馈电三大部分组成。所以该标准是以蓄电池、电力电子技术、半导体变流器、低压成套开关设备和控制设备、电磁兼容试验、直流系统设计技术规程等国家标准、电力行业标准为依据,结合电力工业发展需要而制定。电力行业标准规定了直流电源柜的技术要求、试验方法、包装及贮运条件。 电力行业直流电源标准化T作归属电力行业高压开关设备标准化技术委员会管理,中国电力科学研究院高压开关研究所负责直流电源技术标准起草编制修订工作。产品标准是指导产品生产的规则,标准的制定涉及用户的要求和制造的可能性,它能限制落后产品的牛产和指导更新技术的发展。从GZD系列直流电源柜联合设计开始,相应的电力行业标准也随之产生,1991年第一个直流电源标准DL/T459—1991《镉镍蓄电池直流屏订货技术条件》发布。

“招工版”亲子鉴定

铁路局桥工段规定,接收职工子女,要看亲子鉴定,令很多职工感到“人格受到侮辱”。铁路局解释说,铁路职工队伍庞大,年年有人造假乱安插非直系亲属,出此下策也是被逼的。
  “亲子鉴定”如今确实是越来越火爆,甚至成为不少家庭的一颗定时炸弹,这当然与夫妻之间缺乏忠诚与互信不无关系。不过,子女进单位,居然也要出示“亲子鉴定”,却还是头一回听说。要说这用人单位招人,确实需要求职者出示相关学历及学位证明并提交工作经验简历,至于是不是“亲子”,则完全是别人的家务事,与用人单位毫无关系。对此,用人单位既无权过问,也不必知情。然而,何以郑州铁路局桥工段招人却匪夷所思的非看“亲子鉴定”不可呢?
  原来,按着郑州铁路局桥工段的规定,职工退休,子女可以享受入职安置的福利,甚至还专门为此设有“复退子女安置办公室”,负责接收复退职工的子弟。然而,因为近年来屡屡有人造假安排非直系亲属顶替,于是单位才不得已出此“亲子鉴定”的下策来防止接收“冒牌子女”顶替上岗。对于职工而言,子女入职居然要做“亲子鉴定”,职工们感到“人格受辱”,当然也可以理解。
  不过,在笔者看来,相比铁路局遭遇“冒牌子女”顶岗的无奈,以及铁路局职工子女入职出示“亲子鉴定”的尴尬,这项“安置子弟”的用人政策其实才更加不堪和值得反思。不可否认,“老爸退休、儿子顶岗”这类人事政策确实曾经在不少老国企中相当盛行,在那个人员流动稀少,人才市场尚未建立的时代,这样的政策也确实有一定的合理性。然而,改革开放毕竟已走过了30个春秋冬夏,人才市场的建设也早已十分成熟,无论是从确保遴选人才的公平公正,还是从利于企业的发展的角度出发,用人单位都应该到市场上去寻找最合适的人选。相形之下,至今依旧固守着“儿代父职”的世袭式用人机制,无疑更是一种耻辱。事实上,正好比“世袭制”的皇位难以长久,“世袭式”的用人机制表面看来似乎“肥水不流外人田”,对外来求职者而言显失公平,但由于自设樊篱,现实中也难免遭遇“用人不良”、“良人不用”的错位与尴尬,如此近亲繁殖式的用人机制对于企业的生存与发展而言,其实和“亲子鉴定”之于“不忠家庭”一样,不啻为一颗随时可能引爆的定时炸弹。
  从这个意义上说,“入职版”亲子鉴定的尴尬出炉,其实不仅是单位的无奈,也不只是职工的羞辱,“儿替父职”的世袭式用人机制作为“入职版”亲子鉴定的幕后导演,其实更有检讨的必要。
